How is a Constitutional Amendement possible by the Drafting Committe!

According to the individually passed clauses of constitution (in the middle column) an Act/law should specify salaries of top officials. But the constitution passed on wholesale on June 26th has a so called editorial amendment stating that salaries of top officials should be passed from the Majlis. Mention of an Act was neatly deleted (blue color in the third column). I’m not a lawyer. But I guess the result of the editorial amendment is that an instrument like a law/Act need not be used to govern pays of top officials and any member can pluck any figures (for salary) from thin air and pass it as and when they like (anytime)*.
